CARE COLLABORATIVES LAUNCHED IN COVENTRY & WARWICKSHIRE
31 July 2024
Two local Care Collaboratives were launched last week – one in Coventry and one in Warwickshire – with development events that brought key partners together to discuss how they will work together moving forwards.
Care Collaboratives are a new way of bringing decisions about the commissioning of health and care services closer to local communities. They bring together organisations across a geographical footprint to shape, inform and ultimately make commissioning decisions.
By drawing on the knowledge and expertise that local partners have about the communities they serve, they are able to make decisions and shape services that better reflect the priorities and needs of local people. They are also able to reduce health inequalities and improve health outcomes by focusing on the specific challenges faced by those communities.
In addition, Care Collaboratives encourage greater integration of services by removing barriers between organisations and allowing local partnerships to thrive. Whilst local partnership working has been taking place for some time across the Integrated Care System, Care Collaboratives offer a structure within which local partnerships can develop further and new opportunities for collaboration explored.
There are two key elements that make up the Care Collaboratives:
- Care Collaborative Committee – A formal Committee of the ICB Board with delegated commissioning decision-making authority that will oversee the integration of care for their local population.
- Collaborative Forum – The Forum will support the Committee and will be made up of a wider partnership of stakeholders to develop innovative proposals and make recommendations for how services can be delivered. These will be the ‘engine room’ for transformation and delivery.
There are two local Care Collaboratives – Coventry Care Collaborative and Warwickshire Care Collaborative. Both had launch events last week and you can read more about them below.
Coventry and Warwickshire Care Collaborative events
The Warwickshire Care Collaborative Launch Development Event took place on Monday (22nd July) and the Coventry event took place on Wednesday (24th July). Both days saw a range of diverse system partners coming together to discuss what their roles will be, what they can bring in terms of knowledge and experience and what they would like to achieve together.
The Warwickshire Care Collaborative bought together the three Place-based partnerships within Warwickshire: North Warwickshire, South Warwickshire and Rugby. Place-based partnerships operate at smaller geographic footprints than the Warwickshire Care Collaborative so are even closer to their respective communities. The Warwickshire Care Collaboratives allow for these Place-based partnerships to play a vital role in determining how services are delivered whilst also allowing for cohesive and effective approaches to be developed.
Members of both Care Collaboratives included representatives from the following organisations:
Warwickshire Care Collaborative:
Coventry Care Collaborative:
Attendees were welcomed by the Care Collaborative Chairs, Pamela Bradbury for Warwickshire and Kevin Davis for Coventry, and then a range of speakers from the Integrated Care Board, South Warwickshire University NHS Foundation Trust and University Hospitals Coventry and Warwickshire NHS Trust as well as Warwickshire CAVA and Voluntary Action Coventry who all gave an overview of the difference that Care Collaboratives can make.
This was followed by group discussions that focused on the role each organisation can play, how the Committee and Forum would operate and support one another, and what the immediate priorities for the Care Collaboratives will be.

Further development sessions are planned in the coming months to refine how the Collaboratives will work and more information about this will be shared.
